Is Interference / Face-guarding a penalty in the NFL?

How would you describes Interference / Face-guarding? What would make you wanna throw in a falg, if you see someone face-guard another player? If a reciever goes out for a pass and the defender covering the reciver doesnt look back at the quaterback but he sticks his hands out because he sees that you are looking at the ball, then with out him even looking he hits the ball w/ his hand before you even touch it, is that face guarding?

Well, it depends on what type of interference you are talking about. 1. there is pass interference 2. there is face mask, where you pull the persons face mask at any time. But they way you describe it no, but if the defender touches the person in course of the catch then yes it is a penalty. If the pass though is not able to catch then there is no penalty.
