NFL rules commitee structure?

How does the commitee work? Who proposes the rule changes? How many votes are needed and who votes? I just want all the information I can get on how rules are made in the NFL?

is there a site I can get this information?

The commitee is made up of the NFL owners from each team (or at least a representative from each team) and they get together with the Commissioner and the other NFL executives. Anyone technically can propose a rule change, and then it is brought up and discussed and finally voted on. All they need is a mojority vote and it will be a new rule. The NFL Players Association (which was run by Troy Vincent last year...not sure if it still him this year) can also propose changes. I am not sure if there is a specific site to look at for this info, I looked around for you on google and didn't find much. But I hope this helps anyway.
