What was the highest scoring college football game and who played in it?

Georgia Tech-Cumberland College is correct. The fact that has always interested me about that game is that Georgia Tech did not have a single first down in that game. That means that they scored everytime they touched the ball.

Georgia Tech won 255-0 but then around the time college football first started up Michigan outscored its opponent 555-0 one year.

In 1916, Georgia Tech played Cumberland (Tenn.) University in Atlanta and beat them by the incredible score of 222-0.
