Sorry, but Wisconsin's pathetic schedule keeps them out, despite their 11-1 record. I would take the conference winner from each of the six major conferences and the two highest BCS rated teams outside of those six conference winners. And I would seed them by their final BCS rank, with the two non BCS conference winners being 7 and 8.
