the initial order is done by standings previous year. in the occurrences of a tie they then go to head to head match ups, division records, conference records, points, and if all that is tied they do a coin flip. i know very sophisticated.

the team with the worst record picks first. it is then decide by records. in case of ties head to head match ups are used. if the teams didnt play each other they look at who else the teams played that were the same. The last pick goes to the superbowl champion.

the initial order is done by standings previous year. THe worst team gets the first pick, with the last pick going to the previous year's Super Bowl Champion. SO, for this year, the Texans will have the first pick and the Steelers will have the last. BUT...teams have the opportunity to trade their picks. For example, a team can "trade up" to move themselves into a higher draft position. THis is usualy a result of promises made from previous years. An example of this would be if the Tenneesee Titans (who have the 3rd pick) REALLY wanting Reggie Bush (who is a projected first pick), so they would try to trade something (draft picks in later rounds, a player from their team) to the Texans, so the Titans would get the number one pick.
