Youth Football deception rule?

Can anyone tell me if there is a Deception Rule in Youth football? I am in Illinois and I am fairly confident that there is a rule in the books that a team can not run a play that is designed to deceive the opposing team into thinking that a particular play is dead only to see a player sprinting towards the end zone with ball in hand while the defenders are standing there wondering what just happened. Is there a specific rule to stop this from happening? I just want to clarify this BEFORE the season starts. I will get a rule book, I was just looking for a quick answer.

There is in some organizations.

If you play in a league where you hand-cuff the kids and not let them play football, then maybe. But other than that, it's football! Let the kids play.
