Why don't more Texas universities have men's soccer programs?

I live in San Antonio, Texas and soccer is very popular here. Most all Texas universities have a women's NCAA soccer program but very few have a men's program. You would think, given the popularity and low cost (compared to football) of a soccer program, there would be more support for men's NCAA soccer in Texas.

Football obsession in the state of Texas:
http://findarticles.com/p/articles/mi_m1...

"Fooball weekends in the Lone Star State are big on passion. Big on purity. Big on intensity. Almost bigger than life. Worship begins Friday nights with six-man games, builds to a fever pitch on Saturdays in college stadiums and reverently takes a bow on Sundays in Dallas. Texas is football. Big football Amen.

In Texas, it is a religious pilgrimage. Every weekend, the faithful leave their homes and turn themselves over to a higher power ... football, Lone Star-style.

It starts on Friday night in all its perfect purity, with a trip to freewheeling six-man football games played in hardscrabble towns like Lohn--places so small you'll never find them unless you know they're there."

Texas spits on soccer

There's not enough gay men in Texas to make soccer teams.

Because in Texas, they like football, not soccer!

The answer to that question would probably be the NCAA enactment of federal law ... Title IX of the Education Amendments Act of 1972 is a federal law that states:

"No person in the United States shall, on the basis of sex, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any education program or activity receiving Federal financial assistance."

While this law was intended to increase womens opportunities for college sports, it resulted in many colleges and universities removing some of its lesser profitable mens sports to ensure compliance with the law. Most schools had an abundance of mens programs with very little womens, which meant the school had to add a lot more womens programs or add a few and remove some mens programs. Many chose the latter choice.

Football is King in Texas.

I'm from California and I can tell you soccer is far more popular here than it is in Texas and it still falls miles short of the popularity of football, baseball, basketball and even hockey!

I love it when people say that soccer is "very popular." Using that scale, what would basketball be? Extremely popular? How about baseball? Tremendously popular? And football? Supremely popular?
